New Component : support month-picker as type in input-date-picker

Description

Support calcite-month-picker component. (@internal)
Support calcite-month-picker component as type="month" in calcite-input-date-picker.
Alternatively, we can add calcite-input-month-picker component if supporting calcite-month-picker as type from calcite-input-date-picker is complex.

User Stories

month-picker component helps users to restrict user selection to Month & year without the need for date. Use case https://github.com/Esri/calcite-design-system/issues/3455#issuecomment-964721018

Acceptance Criteria

Add new component calcite-month-picker
Add type="month" in calcite-input-date-picker OR Add input-month-picker component.

I don't think calcite-month-picker will be internal component. It can be use as standalone component similar to date-picker. Thoughts @SkyeSeitz
