New Component : support year-picker as type in input-date-picker

Description

Support calcite-year-picker component. ( @internal )
Support calcite-year-picker component as type="year" in calcite-input-date-picker.
Alternatively, we can add calcite-input-year-picker component if supporting calcite-year-picker as type from calcite-input-date-picker is complex.

User Stories

year-picker component helps users to restrict user selection to year without the need for date & month. Use case https://github.com/Esri/calcite-design-system/issues/3455#issuecomment-964721018

Acceptance Criteria

Add new component calcite-year-picker.
Add type="year" in calcite-input-date-picker OR Add input-year-picker component.
