This pull request addresses github ticket #538 (The coordinate Conversion add-in crashes Pro when importing a CSV file of coordinates)

Testing #538 with build Solutions\DefenseSolutions\CoordinateConversion\Testing\CTLocalGovTeam-dev\45\ - looks like this was probably a similar threading problem to #525 that arose at 2.3
