This pull request addresses the GitHub tickets mentioned below:

578 - Clear All, Import, and Export buttons should have a hover action
575 - DDM Formatter returning results in incorrect hemisphere
573 - Buttons do not support dark theme
569 - Right-click to view values associated with points in the list
568 - When importing files to Coordinate Conversion, persist fields from input
567 - Support .xls and .xlsx as import types for Coordinate Conversion
565 - Paste coordinates into the List using keyboard shortcut Ctrl+V
564 - Copy coordinates from List using shortcut Ctrl+C
522 - Retrieve/copy different formats for coordinates already in the List
448 - Enhancement - enable save and load a set of 'favorites' coordinate output formats

@saip @CTLocalGovTeam I have begun testing this delivery. I am not finished yet, but want to alert as quickly as possible when I find something, as our deadline for release is close. While testing this delivery I found this issue. I logged it in the comments of the particular issue I was looking at, however it's hard to say exactly which issue introduced it.

@saip @CTLocalGovTeam I am still in progress on testing, but want to alert as soon as possible on any issue I find while testing the delivery. While testing this delivery, I found this issue. I logged it on the issue I was looking at when I uncovered it, however I am not sure if it was introduced with that issue or a different one from this delivery possibly 568).

DefenseSolutions\CoordinateConversion\Testing\CTLocalGovTeam-dev\63 is the most recent build. It contains the most up to date documentation and should have the fixes for what was the last known required fix (for #448 ) for this PR

@saip I understand you are going to make the changes necessary to get the Military Tools build to start working again. Could I ask you to provide a brief description here of the problem, for the team's understanding as well. Thank you.
