Remove event synching #628

Addresses scenarios like in #626 where events could become unsynced.

Note: the event syncs were not really needed so removed, @kgonzago said the layer event syncs were a workaround to Document.FocusMap.LayerCount not working reliably, but that no longer seems to be the case.
