BUG-000104147 In the Crowdsource Reporter app, the option to restrict report submission to a specific geography is not honored if the location is picked from a searched address #291

Crowdsource Reporter App

Web Map containing the uneditable polygon layer used to restrict report submission

1. Submit a report by clicking on the map to draw the location. Choose a location near Rancho Cucamonga because that falls outside of the study area

2. Error "feature cannot be added outside study area" appears and the point is not added. This is expected.

3. Type "9775 baseline rd, rancho cucamonga" into the Location search and choose the first result > although this location also falls outside of the study area, the app still allowed this point to be added and the submission can be reported without any errors.
