In Production and QA, configuring a reporter app throws an error. App configuration is honored and no error when the app is launched

We are seeing the same error in "Basic Viewer" template. The code breaks inside https://js.arcgis.com/3.29/esri/dijit/_RefreshMixin.js. Look like like an issue with the config panel itself.
