ArcGIS controls are rendered when waiting for map tiles to render

The bug

We see ArcGis Controls (cluttered) instead on un-rendered map tiles.

Expected behavior

See old rendered map tiles or some loader instead of arcgis controls.

Actual behavior

• Zoom into map
• Requests for map tiles sent
• Meanwhile un-rendered are filled with random ArcGIS controls (buttons, dropdowns etc.)
• Requests get completed
• Map Tiles are rendered over ArcGIS controls hiding the controls behind them.

To Reproduce

1. Zoom into map
2. Wait for map tiles to render
3. See random ArcGIS controls (buttons, dropdowns etc.) in place of un-rendered map tiles.
