Fix broken deps

Updates package.json and yarn.lock to address items in issue #290.

• karma-typescript updated to ^5.5.3 to resolve dependency error with karma
• typescript updated to ^4.6.3 to resolve typescript errors in tests

Well, I'm kinda stuck for now. Can't find FIREFOX_BIN even though I already set FIREFOX_BIN as per https://github.com/karma-runner/karma-firefox-launcher/issues/4#issuecomment-23224979:

Things to try:

• inline env w/ direct call to karma instead of using yarn action to call test
• don't use yarn action at all, see: https://github.com/ArcGIS/opendata-ui/blob/79e34394e5d6316366f39483308a5ff00444a7e2/.github/workflows/deploy-storybook.yml#L15-L18
