This patch enables to download remote files then upload them into the ArcGIS Portal if platform can handle it (for example: pdf, cvs, docx, xlsx, etc.). This ability is optional and is activated by selecting checkbox on Portal output broker.
If option is deactivated, broker will only register remote url. Also, if broker is unable to download file it will register url only.
Downloading have significant impact on performance of the harvesting.
