Change the link for the Publish Client on the Add-Ons page #219

The Add-Ons page for the Geoportal Server at http://www.esri.com/software/arcgis/geoportal/free-addons sends people to https://github.com/Esri/geoportal-server/tree/master/components/desktop/PublishClient in order to "Download the Publish Client" - instead this seems to be the uncompiled source code(?)

I believe the correct link for the publish tools is https://github.com/Esri/geoportal-server/wiki/Geoportal-Server-Downloads
