Why isn't this package published? #125

IMHO it would be easier for all developers if this package was available through PyPI or conda forge.

We have this merged within the ArcGIS API For Python as the gis.hub and gis.sites (for Enterprise Sites) submodules. Hence we haven't added it to conda.
