STATEMENT OF THE PROBLEM: When migrating between standards, if a system’s software encounters a symbol identification code ( SIDC) and is unable to translate that into a 2525D symbol code because of a disconnect between the two codes, system developers need to know what the SIDC value is for that special symbol/situation so software can trap itself on "bad data." An SIDC value to accomplish this has not been established in 2525D.

PROPOSED SOLUTION: Define the inverted question mark icon as meaning “Invalid Symbol”. This would coincide with an agreement between the US and NATO JSP that an inverted question mark would be the universal symbol for a bad or uninterpretable symbol. This would be the symbol displayed, presumably in a yellow filled clover frame, when an incoming/specified SIDC cannot be deciphered by a system. The SIDC would be constructed as shown below:

Symbol Set 98 – Special Reserved Symbols (because 99 would be considered reserved for 3rd party extension/national use, as all 9's are reserved for that purpose) 10 = 1st version 00 = Reality Pending 98 = Special Reserved Symbols 00 = NA 00 = NA 10 = Invalid Symbol (Inverted Question Mark) 00 = NA 00 = NA 00 = NA 00 = NA Thus, "1000980000, 1000000000", would be the two 10-digit codes for this special inverted question mark symbol, drawn in the center of a yellow clover frame.
