SceneView can not work with WebTileLayer have customized LOD in WGS84 spatial reference #179

I am reporting an issue with

API Version: 4.10

I am using WebTileLayer with customized LOD configuration for loading Tianditu Tiles in WGS84 Spatial Reference. For security reason, Tianditu have not follow OGC wmts standard to provide their Tile services. Instead, they have there own LOD configuration which is different from the OGC WGS84 standard. when I am using customized LOD configration to loading Tianditu tiles as WebTileLayer, the SceneView does not support this layer. What would I do if I want to use it in SceneView? MapView works perfectly with the same layer.
