Allow Create Linked Record to use a value prior to edit and not the edited value

Using ~(P)~ ~ before the field name will store previous value if that field changed

WaterMainHistory|VALUE|~MATERIAL|FACILITYID|FACILITYID

Edit: Change (p) to ~ prior to the field, this is consistent with how we are using Previous version in expression
