Hi, I would like to publish the Portuguese [Brazil] localization of Water Utilities. The XML won't load at this message box so I´ve sent the file as TXT.

Is the only change the new xml file? Can you just post that as an issue. I am a little hesitant checking in this PR as it has so many changes

I would also suggest creating a userMessages file for better localization
