1.0.7 patch release: Improvements to app documentation #42

This PR introduces a TOC to various README files. The TOC was generated using MDTOC. This PR also changes the name of docs/index.md to docs/README.md so that the file renders in the browser by default.

@puneet-pdx would you check if I appropriately did update the app version number to this patch number?

Btw, I used a regex to identify all the headings and increment them, so shouldn't be prone to any manual error.
