2.0.4 Release -> U11 Certification #115

Please note, I've updated the project to support SPM as the ArcGIS and ArcGISToolkit dependency manager. As such, the project is automagically grabbing the 100.10 public release. I've tested the app using the U11 daily build installed manually, now the project is configured to pull the 100.11 dependency upon release.

I've tested the app using 3114 and I think we're good to go here. I'll keep the PR in draft until Runtime and Toolkit 100.11 are released when I'll need to update the toolkit dependency and use Xcode to resolve the swift packages for U11 releases.
