HigherFormation label missing in unit labels

Create a unit feature and set the higherformation attribute, no label appears

All of the labels should be rechecked and missing ones add to this line in the process where the label ids are attached to the frames

it seems that these fixes have been overwritten, higher formation is no longer appearing

Does the issue happen with a particular symbol set? I just successfully tried with the style from https://github.com/Esri/military-features-data/pull/269

@csmoore you're right, I'm going to close this out and re-open it because I think the issue I'm seeing is in the military symbol editor add-in
