Add Fringe Attribute to Style Meta Table #248

For 100.0, Runtime needs to add a new attribute to the meta table with this value/default:

The 2 styles and source table should be updated with this attribute: https://github.com/Esri/military-features-data/tree/master/data/mil2525c_b2/core_data/stylx https://github.com/Esri/military-features-data/tree/master/data/mil2525d/core_data/stylx https://github.com/Esri/military-features-data/blob/master/data/mil2525d/utilities/style-utilities/merge-stylx-utilities/versions.csv (Note 'Versions' probably isn't a good/correct name for this table)
