Add Test Data back to repo #283

During the repo reorg (https://github.com/ArcGIS/solutions-defense/issues/452), it wasn't clear if test data should be kept or not. It has been requested to:

  1. Add test data back to repo
  2. Ensure it is clear what standard (and maybe product/version) test data is used to test with
