Export the Military Overlay into Multiple file format with SIDC code included #311

The DOD has multiple file input format. After an analyst create the overlay, it needs to be distributed to multiple systems of record. File types required is [] .cxv [] .shp [] .txt

In the file it must include the SIDC for the system that use it for it's symbology. example CPOF.
