Updates to the mil2525d.stylx for issue 270

This commit has the updated stylx (updated using Pro 2.0). It should take care of most of the 270 issues, except a label issue moved out of that one. Also added a SVG for the scalloped edge of the MVFR polygon boundary. BOUNDED AREAS OF WEATHER MARGINAL VISUAL FLIGHT RULE (MVFR) Set 45 code 170200

Updates to fix METOC symbols in issue 270.

Some symbols were not drawing correctly.

How Has This Been Tested?

Added stylx to the C:\Program Files\ArcGIS\Pro\Resources\Dictionaries\mil2525d folder, open the METOCall.ppkx
