Issue #103 - move GP Tools Gallery to the Military Tools Tab from the Analysis Tab

@dfoll - the issue with the missing toolbox/toolboxes folder from the Pro addin should be resolved in the latest build so this should be good to retest now.

Note: A check was added in commit: https://github.com/Esri/military-tools-desktop-addins/pull/111/commits/00c508a0c829688717c6db2abbf8e7d2ae2c411d to ensure the toolboxes folder is present during the build (or the build will fail now)
