Vote Breakdown - Search #11

(Enhancement) Either search the listing of 50 latest or allow search for a specific Bill or Issue that is available from the voting API.

@slibby love this idea -- let me think on how it would work into the current flow. I think if I add bill search, it should probably not be limited to the current 50 results for that given member, but for all bills.
