"Military Overlay Planning App" does not have a portal item #1552

The app(?) SolutionsWeb\Apps\Military\Military Overlay Planning App does not have a portal item. It should be moved outside the SolutionsWeb folder so it won't be included in the release.

Moved folder to the following folder on the server: c:\EricL\TEM2016Release\SolutionsWeb_files_removed_from_release\Apps\Military
