@nfeuerstein must be corrected by Sept 19 content cutoff date.
This service was re-published by the Ops Server install process when I upgraded the dev server to 10.3. The portal service item is owned by "admin", which meant that the portal item could not be reassigned to the original owner. Believe this may be a case where the publisher meant to delete the service, but did not delete it correctly (i.e. deleted the portal item, instead of deleting the service through the AGS connection).
