Change color of panels #24

We have received a few requests for being able to change the color of the panel / text on this application. Maybe just use color picker and optional box to add a hex code.

hey @pjdohertygis you mean the blue background and white text? not the white bg right?

Correct - just the background and text. The blue should be the default - but others want to customize.

This would require a substantial amount of code changes. Should consider in next version.
