Only show elements in the legend that appear in the map #8

For example, if you have 25 incident types define in a layer it get's really confusing when that data doesn't show in the map.

This is feedback we received from City of Boulder, West Douglas Fire District, and the USGS.

This is an issue with the legend widget in the API. They are aware of the issue.
