Is there any way to lmplenent a measuring tool and An offline Basemap and offline layers.

@GitHubDroid sorry...sometimes github doesn't issue notification for comments. Offline is coming to the maps-app-android sample: https://github.com/Esri/maps-app-android/issues/7
