Create Workflow for Cordon and Search for Explosive Threat Response #92

Background

Part of the Bomb Threat response operations. First responders and emergency management planners are tasked with identifying and performing evacuating people from the threat area. Tasked the planner would need to do is: Display or identify the Explosive threat location Affected Threat Blast Area Refine the evacuation area for command and control (GRG Widget recommended) Identify, limit, and control routes and intersections in order to prevent movement in the evacuation area through Traffic Control Points/Roadblocks (Add route feature) Identify the most populated areas to distributed limited emergency personnel in the area, using Demographics and populated areas feature layer Display the locations and disposition of tasked units/personnel Apply control measures for command and control and reporting operation – Assembly Areas/boundaries Disseminate the final product and layers for situational awareness

Recommended Steps or Enhancement details

Create Cordon and search product Set up WebApp for Cordon and Search Operations for Explosive Threat

  1. Create and publish Webmap to AGOL or Portal a. Webmap should include all standard layers. b. Reference Layers (ex. Transportation, Utilities, or Public Facilities) c. Create Additional layers and publish feature layers. (Units, assembly areas and locations, and control points)
  2. Open Webappbuilder
  3. Select preferred layout
  4. Add widgets a. Add layer widget b. GRG widget c. Emergency Response widget d. Smart Editor widget e. Draw widget f. Print widget
  5. Set the map to the published Webmap
  6. Save the WebApp as Cordon and Search Planner to AGOL or Portal
  7. Disseminate Webapp URL to user

Use WebApp for Cordon and Search Planning for Explosive Threat

  1. Login to your Organization on AGOL or Portal
  2. Open Condon and Search Planner WebApp
  3. Click Add Data widget and select additional feature layers required for analysis (routes, buildings, demographics, utilities, local emergency response personnel locations)
  4. Select Emergency Response widget.
  5. Select the Bomb Threat tab
  6. Select reported bomb type
  7. Enter bomb location by either: a. Interactively select the point b. Type the reported coordinate c. Draw a polygon around a reported facility
  8. Run tool
  9. Publish the feature and a feature service
  10. Define evacuation and clearance area utilizing the GRG Widget
  11. Draw the area extent around the bomb threat evacuation area.
  12. Publish the GRG as a feature service to your organization
  13. Analyze the data a. for possible egress and ingress routes b. Traffic control points
  14. Annotate or create control measures – clearance boundaries and zones
  15. Publish all operational layers as feature service
  16. Using either smart editor to add the locations of emergency personnel/units
  17. Save Cordon and Search Planner WebApp
  18. Use the print widget to create and disseminate hard copy products.
