Added the statement that this is repo is no longer maintained and where to now find the tool.

@topowright @dfoll Per issue #94, release of this repo needs to be created prior to making all the changes and removing the code.

[x] create release of the ERG widget (pending #97 )

As part of communicating support of the widget in this repo:

[x] Add italicized text, following the examples like https://github.com/Esri/my-government-services and https://github.com/esri/solutions-geoevent-java
[x] Repo should have a file called "THIS_IS_NO_LONGER_MAINTAINED" within the repo.
