Remove GDB and fix any dependencies #7

gdbs can’t be managed in a Configuration Management systems, but in general data should be pulled down separately and put in a data folder defense-and-intel-toolbox\emergencymanagement\data

This GDB contains 3 template FCs needed for the tools to run. No data. It's just the attribute fields that are required. @dmMartin said I would have used shapefiles, but one of the fields is a date/time.

So this is fine to keep there - just wanted to make sure it wasn't test data
