LLOS labeling should change to Arcade expressions

This is an idea passed to us by @pshowalter. Reason for request is:

LLOS - Targets after analysis is run to completion, have label expression written in VBScript. If the type of labeling being applied is supported in Arcade, it would be a nice to replace the VBScript. This would be beneficial to users needing to publish services on their enterprise, and they happen to be Linux based servers, as VBscript is not supported on Linux.

@pshowalter has stated that if Arcade is not supported in Enterprise that this is less of a concern for the customer.

• First step would be to research how Enterprise will handle Arcade expressions.
• A second consideration would be if we want to switch all labeling to Arcade expressions and do this as part of a larger effort.

@pshowalter first reached out in regards to ArcGIS Pro, we are waiting to hear back if this is necessary for ArcMap as well Arcade is not used in ArcMap
