Enhance RLOS and Range tool to have option to show only range #339

We received a request to enhance Radial Line of Sight and Range tool to have the option to only output the range portion. @pshowalter and I spoke about this at User Conference earlier this year and he recently reached back out to me:

We spoke at user conference about possibly reviving a GP tool, or perhaps enhancing the Add-In to show range and distance. This would be a feature that would have left right angle, and distance. The user who is interested is not using for visibility, but for other sensor range approximation.

Three points of consideration on this one:

  1. Is this required for ArcGIS Pro and ArcMap, or just ArcMap?
  2. Is this required for the add-in and gp tool, or just one or the other?
  3. Does this make sense as an enhancement to the RLOS + Range tool, or new functionality in the Distance and Direction toolset and/or Distance and Direction add-in

@pshowalter please share your thoughts on these. We would also like to set up a quick preliminary talk, 15 minutes max to make sure our understanding is correct.
