Merge function initAssiningUsersToGroup() into the function selectWebmap(), since several calls of initAssiningUsersToGroup() are already executed in selectWebmap.

initAssiningUsersToGroup() is very useful for testing and debugging the DragDrop thing. So we will leave it there for a while.
