As has been pointed out, the toolbox doesn't currently work on Pro. Resolve this, it will improve performance for users who have Pro installed, and simplifies a number of memory bound workflows where we currently have been conservative in memory allocation.
Note that this should only initially target the Python Toolbox, there is no Python Add-In support in Pro at this time, and the work to port it to a .NET Add-In is beyond the scope of this issue.
