Standardize output workspace names; handle when workspace is missing.

Many scripts use an intermediate workspace for their execution, these are named inconsistently, and when called with an invalid location, the scripts will fail in strange ways. Validate the input so that command-line / programmatic calls get similar validation to the one the toolbox provides.
