Since d0d445dc64a2fd83d1f8b3faf33fa0ed4e2df4c4, we've been using a 'metadata hack' to remove the ModDate and ModTime elements from all help documentation (.pyt.xml files). This was necessary because otherwise any time the Python Toolbox was executed, those two elements were updated with the current time, wrecking havoc with version control.
I reported a bug for this issue and as of the 10.2.1 release, the problem has been resolved, making this issue no longer present for any developers who have at least that release. As I'm currently the only developer, I'm removing support, and future folks will just need to have 10.2.1 for development (the extension itself continues to support 10.1, 10.1SP1, 10.2.0, 10.2.1, 10.2.2, and presumably, the upcoming 10.x releases).
