Cannot enchant unsafe more than once

I can't enchant with unsafe enchants more than once e.g. [Enchant] efficiency:10 $50, after I do it twice it says Error: You do not have 1x. Any fixes? I'm trying to make the prison side of my Ultimate Server (the prison is like 1/24 of the whole server) and I cannot continue, PLEASE HELP ME.
