Describe the bug Requests access to my browsing history on install

To Reproduce Steps to reproduce the behavior:

1. Go to 'Chrome Extensions'
2. Click on 'Install'
3. See "This extension can read your browsing history"

Expected behavior A ruler shouldn't have to read browsing history
