[MOI] Update Issue Importer

This is a macro issue (Map Of Issues) and should be splitted into sub-issues by the owner and linked here after

[x] it should be set up so that we can use it as a github action
[x] with some parameter such as the token ?
[x] the repository where to find the issues
[x] #9: it would be cool if the issues had a definite index so that we can reference them with #number to automatically close them.
To ease the management of the issues either
Have them as real issues so that we can edit them
Have a issue folder at the root of this repository from which we could generate the issues
