功能新增请求torrent文件下载 #4

目前仅支持通过magnet下载，此外试验下载时日志显示(async_telebot.py:551 MainThread) ERROR - TeleBot: "/api/v2/torrents/add" ERROR:TeleBot:/api/v2/torrents/add 但是通过网页添加却没有问题，不知何故

网页中是否有.torrent后缀，目前只做了这个判断，如果是其他形式的DL链接可能还要单独适配
