file "issue" is missing

When building 0.4 the file issue is missing in Standalone/filesystem-src/etc-files. Generating the filesystem gives an error.

I was building for platform rpipico

Yep it may well not build for 0.4, pico is an oddity mostly maintained by David Given on his own timescales
