Makefile.armm0 missing for dw when building rpipico 0.4 #1031

When i build for platform rpipico Makefile.armm0 is missing for Application dw.

Added a dummy one for the current tree. Don't think drivewire is terribly relevant to the pico or similar devices (it's a dummy for lots of others too)
