When players are in combat, they can easily escape using a combination of ender pearls and regeneration. I propose a configurable ender pearl throw delay while in combat mode, including the option to disable them altogether. There should be a chat message informing the user why they can't throw a pearl if there is an attempt before the timer is finished.
