[Request] Change IV Cap #94

Noticed that recent versions added an IV cap to what you can place. Can this be removed as it was not there in previous versions and did not break functionality when > 100

The stat is capped at 100 because we did not understand how the scaling works. Now that we have figured it out, we will look into this again.
