Update environment and versions

• Updates to Python 3.11
• Bumps versions for pyspark, duckdb, polars, dask, modin, ray
• removes Vaex (unable to install in python 3.11.3 due to llvmlite)
• removes dask-sql (does not work with pandas>2.0)
• Adds experimental test of dask dataframes with query optimizer dask-expr to demonstrate the ability to remove the need for the * (slightly optimized) versions.

From my run this is the new performance on 50 partitions:

• Modin-on-dask succeeds in my devcontainer, but fails in the vanilla docker environment and I'm not sure why
