Date based regex from file names, use more recent as new, next most recent as leg

quite possible that GBRMPA change the output name so wil also implement a method where it iterates through each config file and attempts to perform transformation. which ever one fits the best will be utilised. May also transform the datasets into vectors and see which is the closest as a back up

This does not work very well if there is no previous output with the legacy format. makes it overly complicated on second thought may be better to rely on name checking or some external interface that indicates what it should be
