Undo/Redo not working as expected #3

Description

When I use undo and redo in succession, redo doesn't redo what I undo-ed.

Steps to reproduce

  1. type any commands (I used delete twice e.g. delete 1, delete 2)
  2. undo
  3. redo

Expected

The person I deleted with delete 1 should come back, and then go away.

Actual

the person in the 2nd slot is deleted, and it's usually not the one I just brought back because they're brought back to the bottom of the list.

I realise this might be "intended functionality" but it just doesn't seem right?
